IDAHO FALLS — Election recount results are officially in after an incumbent on the Idaho Falls School District 91 board of trustees lost by a single vote during the November election.
On election day, newcomer Shay Ricks beat out incumbent Elizabeth Cogliati by one vote for the Zone 4 Seat. Ricks had 359 votes, and Cogliati had 358 votes.
Cogliati requested a recount on Nov. 14.

On Monday, the recount results were in by late afternoon and remained the same, 359 to 358, with the same winner, according to Bonneville County Clerk Penny Manning.
“It’s important for people to get out and vote because every vote matters. Every vote is counted,” Manning said. “I am never opposed to a recount. I hope it just reinforces how secure elections are in Idaho and what we do in Bonneville County to make sure that the votes are counted correctly.”
Manning said the recount started on Monday at 1 p.m. and ended at 3:30 p.m.
“Obviously, I am disappointed but I am looking forward to the next chapter in my life and I will continue to volunteer in the community and with D91 schools,” Cogliati told EastIdahoNews.com on Monday.
Ricks told EastIdahoNews.com he is grateful to the elections staff for their dedication to accuracy in the elections.
“Thank you to my constituents and supporters for placing their trust in me. I look forward to serving on the District 91 School Board. Thank you to Elizabeth Cogliati for her hard work and dedicated service over the past four years,” Ricks said.
Ricks will begin his position in January.
